raxmlGUI with CIPRES access

• The CIPRES Science Gateway now supports access to the CIPRES REST API via the raxmlGUI application.
• The code provided here will let you use raxmlGUI, but consume resources at CIPRES, rather than on your laptop.
• The release is considered a beta level release. Please report any issues you have with the plugin or the user experience.
